Annotation:

Introduction. The current stage of state policy is characterized by an active position on the inclusion of people with disabilities in society, including the organization of rehabilitation and habilitation process in institutions of different departmental affiliation. This is due to the national strategy and the definition of the sequence of activities and stages of support for people with disabilities and the disabled. One of the key issues in organizing this process is staff training to ensure accessibility of services for persons with disabilities, including accessibility in the broad sense of the term.

Aim. The aim of the study is to analyze the current state of organizational, legal, scientific and methodological support for improving the system of training and continuous professional development of heads of executive bodies of state power of the subjects of the Russian Federation, as well as specialists in accessibility and comprehensive rehabilitation.

Materials and methods. The research methodology includes the study and analytical generalization of the state of the personnel training system for comprehensive rehabilitation and habilitation of disabled people. To evaluate and generalize, an empirical research method based on a survey of respondents from pilot regions was used to obtain information about typical approaches in the personnel training system. Descriptive statistical methods were used for data processing. Statistical processing was carried out using the Excel program, and comparative law was also used to study regional programs by comparing the legal norms of the same name with the practice of their application.

Results. According to the results of the survey of educational organizations in the pilot regions, it should be noted that the system of additional professional education for specialists in complex rehabilitation in the Sverdlovsk and Tyumen regions is at the stage of formation, while there is potential for further development, since it was noted: the availability of educational institutions (7), educational programs (22), qualified teachers, although not in sufficient numbers. Thus, in the pilot regions, specialists in the field of complex rehabilitation have the opportunity to improve their qualifications and choose a more appropriate program on psychological and pedagogical rehabilitation, general and organizational issues of rehabilitation, pedagogical rehabilitation, speech therapy, as well as on the issues of early intervention. We did not identify any programs of additional professional education in these regions on the organization of early help. The few available educational programs are based on professional standards and the implementation of a practice-oriented approach.

Discussion. The risks that do not allow for the full development of the personnel training system in the field of complex rehabilitation include: the programs being developed do not cover the full range of specialties, including accessibility issues; the implementation of in-demand programs is carried out at the expense of local budgets, as well as attracting funding from individuals, grant support opportunities, and funds from legal entities are not used; qualified teachers have a narrow range of specialties, there are few of them, which does not allow for rapid expansion of training opportunities, including on issues of accessibility.

Conclusion. Scientifically-based proposals have been developed to improve the training system for complex rehabilitation and habilitation of disabled people, including accessibility issues, and a model with meaningful structural components of the competencies of multidisciplinary team specialists has been presented. Thus, the training of specialists in creating barrier-free factors of functioning in the social sphere will contribute to improving the social prognosis, as well as increasing the habilitation and rehabilitation potential of persons with disabilities.
