Annotation:

The article presents the results of analysis of availability passports for social infrastructure facilities conducted in 20 regions of the Russian Federation in the period 2017–2018. The contradictions, errors and systemic shortcomings in the regulatory and methodological documents regulating certification revealed in the course of the study will allow improving the methodology for assessing the availability of facilities and services for the disabled from the position of “preventing harm in the future”.
