Study of the need for disabled participants in a special military operation to provide additional technical devices of rehabilitation

Annotation:

Introduction. In the Russian Federation, persons with disabilities are provided with technical rehabilitation devices in accordance with the Federal List of Rehabilitation Measures, Technical Rehabilitation Devices and Services approved by the Russian Government. At the same time, indications for technical rehabilitation devices are also determined according to regional lists of rehabilitation measures, technical rehabilitation devices and services at the expense of regional budgets, which may create inequality due to the different financial and economic size of the budgets of the constituent entities.

Aim. The aim of the research is to study the need of disabled participants of the special military operation for technical rehabilitation devices that are not included in the Federal List of Rehabilitation Measures, Technical Rehabilitation Devices And Services provided to a disabled person.

Materials and methods. The individual rehabilitation and habilitation programmes of 85 disabled participants of the special military operation and their questionnaires were analysed. The questionnaire included a list of rehabilitation equipment based on regional lists of 4 subjects of the Russian Federation, as well as a scale for assessing neediness. The following methods were applied in the course of the research: interviewing of the research participants; analysis of documents, including individual rehabilitation and habilitation programmes in impersonal form. Methods of descriptive statistics, such as calculation of absolute, relative and mean values, mean error, as well as correlation analysis, were used for data processing, using the licensed statistical program IBM SPSS Statistics 22.

Results. A high need among persons with visual impairments was found for the following technical rehabilitation devices: a laptop with additional devices for visually impaired people, an alarm clock and a wristwatch with a speech output, a digital marker-dictaphone for the blind. Persons with the absence of upper limbs (one or two) have a high need for a wheelchair attachment table and a bed. Persons with the absence of lower limbs (one or two) have a high need for an extension table, a seat for a bathtub, and a multifunctional bed. In case of predominantly hearing impairment, there is a need for a laptop and a tablet with additional devices for people with hearing disabilities.

Discussion. The results of the study showed that the need for technical rehabilitation devices not included in the Federal List depends on the type and degree of persistent impairment of body functions. Extremely high and high need for several technical rehabilitation devices was revealed in 44 (47 %) disabled participants of the special military operation. An insignificant correlation between disability group and the need for several technical rehabilitation devices was also revealed (Spearman correlation coefficient = 0.36 at p<0.01).

Summary. The assessment of the need of a disabled person participating in the SMO for technical rehabilitation devices that are not included in the Federal List depends on the type of persistent disorders of the body’s functions.
