Regional model of permanent support of children with invalidity and disabilities at all age levels: from early childhood to early adolescence

Annotation:

Introduction. A family raising a child with special needs is a special focus of attention for all professionals involved in comprehensive care.
Such families are vulnerable to the preservation of their integrity. There is no doubt, however, that the quality of life of a child being raised and living in a family is significantly better than that of a residential institution. Every child, regardless of any health condition, has the right to live and be brought up in a family. The development of in-patient technologies in organizations providing services to families raising children with special developmental needs, and the provision of timely, comprehensive and qualified assistance to them contribute to the normalization of family life and the preservation of its integrity, creating conditions for the full development of children. For this reason, it is urgent to organize continuous support for children and their families at all age levels, from early childhood to early adolescence.
An important part of the regional model is to ensure that the professional competence of the managers and specialists working in the system of continuous support for the children of the target group and their families is enhanced.

Aim. To present a model of continuous support for disabled children and children with special needs at all stages of development in Novosibirsk Region.

Materials and methods. The model was developed on the basis of the practical experience of organizations of different departmental affiliations that provide services to children of the target group and to the families of their caregivers. For 10 years, in close co-operation with the Foundation for the Support of Children in Difficult Circumstances, within the framework of the implementation of regional packages of measures for the comprehensive rehabilitation and habilitation of children with special needs and the organization of support for their families, the infrastructure of organizations and services was developed in the region, the activities of which were organized in the framework of minimizing the deficit of innovative social services for effective, long-term habilitation and rehabilitation of children of the target group. As a result, it has been possible to arrange for the routing of such children at each age of development, with the provision of a full range of rehabilitation and habilitation services in health-care, social services, education and health-care institutions.

Results and discussion. The generalization of the implemented measures and measures for the formation of the regional model allows us to conclude that at the present stage of its development, there are sufficient conditions for the organization of continuous support for the children of the target group and their families.
A system of professional support for managers and specialists of organizations providing services to the target group has been formed on the basis of regional resource centers. Replication of the model to other regions is provided by the professional internship platform of the Foundation for the Support of Children in Difficult Circumstances, on the basis of the State Budgetary Institution of the Novosibirsk Region “Rassvet Center”.

Conclusion. Despite the fact that the implementation of the regional model has shown its effectiveness, it has ensured the introduction and development of new social services, the co-operation of the professional community in the continuous support of children of the target group and their families. There is a need to develop selected areas of the comprehensive rehabilitation and habilitation system that are in demand from service recipients, including early-care infrastructure and assisted living technology for young persons with disabilities.
