Annotation:

Introduction. Issues of rehabilitation of disabled people, restoration of their ability to work and inclusion in professional activities are priorities in the social policy of the Russian Federation.

Aim. Analysis of the creation of special jobs in the employment service of St. Petersburg for the employment of people with disabilities with sensory impairment in the period from 2015 to 2019.

Materials and methods. The object of the study is a set of disabled people (for the first time and re-recognized as disabled people of groups I-III) registered with the state employment service in St. Petersburg for 2015-2019. The research material is a public service in the field of employment promotion for the creation of special jobs for the disabled, information on the creation of special jobs, information on the implementation of an individual rehabilitation and habilitation program for a disabled person in terms of the creation of special jobs.
Sources – form of state statistical reporting of institutions ITU 7-social security; data obtained from the electronic database, the official form of state statistical reporting of the employment service 2-T. The research is continuous. Research methods: documentary, data copying, statistical.

Results. An analysis of the provided public services in the field of promoting employment in St. Petersburg from 2015 to 2019 was carried out. Low rates of creation of special jobs in the employment service of St. Petersburg for the employment of people with disabilities with sensory impairments were established. The identified problems in professional rehabilitation for the employment of people with disabilities with sensory impairment justify the need for its improvement.

Discussion. The existing contradictions between the need for the creation of special jobs and the actual indicators of the organization of special jobs by the St. Petersburg employment service emphasize the importance of solving the problem of employment of people with sensory disabilities.

Conclusion. There is a need to optimize organizational and management mechanisms in the employment system for people with disabilities with sensory impairments in order to improve the system of professional rehabilitation of people with disabilities.
