Annotation:

Introduction. The plan of measures to increase the values of the indicators of accessibility of facilities and services for persons with disabilities approved by the Deputy Prime Minister of the Russian Federation T.A. Golikova dated 28.12.2018 No. 11011p-P12 is being implemented in accordance with the recommendations contained in the Concluding Observations of the United Nations Committee on the Rights of Persons with Disabilities on the Initial Report of the Russian Federation on the Implementation of the Convention.
Monitoring of the implementation of action plans (“road maps”) by federal executive authorities, state authorities of the constituent entities of the Russian Federation to increase the values of indicators of accessibility of facilities and services for disabled people in 2019 showed that the Accessible Environment Program is being implemented both at the federal and at the regional level.

Aim. The aim of this study is to analyze the results of the implementation of action plans (“road maps”) by public authorities of the constituent entities of the Russian Federation to increase the values of indicators for increasing the level of accessibility of facilities and services in priority spheres of life of people with disabilities (dynamics of accessibility levels).
Objects of research: indicators of accessibility of facilities and services for disabled people in 11 areas of activity in each Federal District of the Russian Federation (in 85 constituent entities of the Russian Federation).

Materials and methods. General scientific methods were applied (content analysis, analytical, system-structural, comparative, sociological, statistical) and methodological methods of systematization, comparison, generalization, interpretation using the standard Excel-7.0 software package for the IBM PC, as well as special methods — formal- legal, comparative legal.

Results. In 2019, the constituent entities of the Russian Federation continued work on the implementation of action plans to increase the values of accessibility indicators for facilities and services for disabled people (hereinafter referred to as the “road map”).
In most ministries and departments, as well as executive bodies of power of the constituent entities of the Russian Federation, action plans have been finalized to increase the values of accessibility of facilities and services for persons with disabilities. On the official websites of public authorities, special portals have been introduced to reflect information on the implementation of the roadmap measures. In many regions, work is underway to involve non-governmental sector organizations in the implementation of the road map measures.

Discussion. The analysis of the state of accessibility for 2019 was carried out in all 85 regions of the Russian Federation in 11 areas of activity in each Federal District. An increase in the growth in the accessibility of facilities and services for people with disabilities in various spheres of life of people with disabilities and other low-mobility groups of the population has been noted. At the same time, an analysis of the financial security of the implementation of road map measures by including them in regional budgets and regional programs in a number of subjects showed their insufficient funding, which caused a slight increase in the availability of social infrastructure facilities for disabled people in a number of regions.

Conclusion. Monitoring of the implementation by public authorities of the constituent entities of the Russian Federation of action plans (“road maps”) to increase the values of accessibility indicators for facilities and services for disabled people in 2019 showed that for the implementation of the Accessible Environment Program, action plans were finalized to increase the values of accessibility services. An increase in growth of the availability of facilities and services for people with disabilities in various spheres of life of people with disabilities and other low-mobility groups of the population has been noted. A large difference was revealed in the allocation of finance for one disabled person in the constituent entities of the Russian Federation. The reason for the insignificant increase in the availability of social infrastructure facilities for people with disabilities in a number of regions is limited funding.
