Formation of systematic approaches to the development of professional competencies in the field of accessible environment

Annotation:

Introduction. The Convention on the Rights of Persons with Disabilities, adopted on December 13, 2006 by the UN General Assembly (hereinafter referred to as the Convention), provides for the creation of conditions for the unhindered access of persons with disabilities to social, engineering and transport infrastructure, recreation facilities and services provided in them, providing opportunities for them to exercise civil, economic, political and other rights and freedoms. The high social importance of creating accessibility conditions for people with disabilities in the Russian Federation determines the need for competent managers and specialists. At the same time, the system of training and advanced training of managers and specialists in the field of providing an accessible environment is characterized by fragmentation, due to the priority of specialized education in specialties and areas of training, and insufficient representation of qualification characteristics in terms of functionality for providing an accessible environment in professional standards. Updating professional standards and related professional educational programs requires consistency and uniformity of descriptions of labour functions, labour actions, knowledge and skills. However, for systematization, it is necessary not only to determine the list of positions of managers and specialists involved in providing an accessible environment, but also to clarify in a unified form their functional responsibilities and required competencies.

Aim. The analysis of the qualification characteristics provided for by professional standards of employees who are charged with solving certain issues related to the formation of an accessible environment at the intersectoral and interdisciplinary levels in order to develop systematic approaches to the development of professional competencies in the field of an accessible environment.

Materials and methods. The methodology of the general scientific dialectical method of cognition, universal scientific methods (structural-functional, system-structural, statistical, analysis and synthesis) is applied. The materials for the study were regulatory legal acts, professional standards, scientific research literature, data from statistical reports, survey materials for employees of organizations of various organizational and legal forms and industry affiliation.

Results. Based on the analysis of the survey results of 20 113 specialists, a list of 106 positions involved in the formation of an accessible environment was formed in the context of 12 industries, 125 corresponding professional standards were identified. It was revealed that only 65 professional standards (52 %) include qualification characteristics related to accessibility issues, which differ significantly in the descriptive part. The necessity of detailing and unifying the functional responsibilities and required competencies of managers and specialists involved in providing an accessible environment is substantiated.

Discussion. The study found that only 52 % of the total number of selected professional standards (125 units) corresponding to the positions of employees involved in the formation of an accessible environment contain work activities, knowledge and skills related to the performance of duties in this area. At the same time, fragmentation and inconsistency in the formulations of similar functional qualification characteristics were noted, which determines the need for systematization, uniformity of functional and qualification characteristics of employees and their inclusion (updating of existing ones) in professional standards. Detailing labour functions and labour actions, knowledge and skills regarding the functionality of providing an accessible environment in professional standards will allow further changes to related professional educational programs of higher and secondary vocational education, systematically approach the development of additional professional education programs in the field of accessible environment and organization of workplace instruction.

Conclusion. These studies suggest the need to systematize approaches when describing the functional and qualification characteristics of employees involved in providing an accessible environment, which in the future will allow changes to professional standards and related professional educational programs, and will also contribute to the formation of systematic approaches to the development of professional competencies in the field of accessible environment.
