Annotation:

Introduction. Currently, the problem of employment of disabled people with mental and behavioral disorders is very acute. Particular attention is paid to this category of persons with disabilities in the Concept for the Development in the Russian Federation of a System of Comprehensive Rehabilitation and Habilitation of Persons with Disabilities, Including Children with Disabilities, for the Period up to 2025, approved by the Government of the Russian Federation in December 2021.

Aim. The aim of the study is to analyze the characteristics of the employment of disabled people with mental and behavioral disorders living in stationary institutions of the social service system.

Materials and methods. Statistical sources are analyzed, which provide data on the number of this category of disabled people, on the number of stationary institutions and the state of vocational rehabilitation in them.

Results. The main approaches to the comprehensive rehabilitation and habilitation of this category of persons with disabilities, new concepts introduced by the Concept, such as support for the work activity of the disabled, social and labour (daytime) employment of the disabled are listed. Recommended types of work and available professions for work in the open labour market with accompaniment are given, as well as simple types of work for disabled people with a third degree of limitation of the ability to work, who need significant assistance from other people.

Conclusion. In conclusion, it is said that there is a need for a variable and differentiated approach to solving the issue of employment of this category of disabled people, as well as that the issues of organizing accompanied labour activity and social employment of disabled people are not normatively provided. The tasks that need to be solved for the further development of this direction are listed.
