Annotation:

Introduction. The right of every person to free movement, choice of place of stay and residence, as well as the opportunity to lead an independent lifestyle and participate fully in all aspects of life, is guaranteed by the Convention on the Rights of Persons with Disabilities, the Constitution of the Russian Federation and the Federal Law N 5242-1 of June 25, 1993 On the Right of Citizens of the Russian Federation to Freedom of Movement, Choice of Place of Stay and Residence within the Russian Federation. Changes in priorities in social policy, which consist in the transition from the state system of organizing the arrangement of disabled people to individual support, fully correspond to the realization of the rights of disabled people to independent living, respect for their human dignity.

Aim. Development of an organizational and financial model for the livelihood of persons with disabilities with mental and behavioral disorders, taking into account the provision of the necessary accompaniment.

Materials and methods. The research methodology was based on the study and analysis of the obtained data on the organization of life support for disabled people with mental disorders in the Voronezh and Nizhny Novgorod regions (pilot subjects), as well as other practices of life support for disabled people with mental disorders. The methodology of the general scientific didactic method of cognition, universal scientific methods (structural-functional, system-structural, statistical, analysis and synthesis) was applied.

Results. As of January 1, 2024, there are 11,040,864 disabled people in the Russian Federation, of which 1,154,077 people work. Due to the paramount importance of such an appointment, taking into account the fact that the class in 2018-2021 is significant for the state, the social indicators of the state and the government, whose share in the period under review ranged from 4.6 to 4.9%. Social indicators of the state and the government the population in the structure of primary employment and groups with a share of 7.7-8.4% it was ranked 3rd; in the structure of primary investments of group II, there is an increase in the population from 5.6% in 2018 to 4.5% in 2021; the share in the structure of group III (2.9-3.2%). Services within the framework of assisted living (as of October, 2023) are provided to 6,721 people, of whom 609 are employed, and 1,386 are included in social employment.

Discussion. Based on the analysis of the available organizational and financial models for the livelihood of persons with mental disabilities in the pilot subjects of the practice of development of assisted living for the disabled for further replication and effective implementation in the country, we have proposed a draft organizational and financial model of life management for disabled people with mental and behavioral disorders, taking into account the provision of the necessary accompaniment.

Conclusion. The organizational and financial model of the life of people with disabilities with mental and behavioral disorders, taking into account the provision of the necessary support, considers the main directions of the development of the life of people with disabilities and promotes the development of assisted living in the region.
