Sokurov Andrey

Sokurov Andrey Vladimirovich, Grand PhD in Medical sciences, Director of the Institute of Early Care and Support of the Federal State Budgetary Institution “Federal Scientific Centre of Rehabilitation of the Disabled n. a. G.A. Albrecht” of the Ministry of Labour and Social Protection of the Russian Federation, member of the Editorial Board of the scientific and practical journal Physical and Rehabilitation Medicine and the interregional public organization Scientific Society of Physical and Rehabilitation Medicine.

Andrey Vladimirovich was born on May 8, 1970 in Vinnitsa in a family of employees. In 1987 he graduated from high school with honors. Having decided to link his future life with medicine, he entered the S.M. Kirov Military Medical Academy in 1988. After graduating from the Faculty of training doctors for missile and ground forces (1994), he served as head of the medical service ‒ head of the Medical Center of the Military Construction Detachment, senior specialist doctor of the Rear department of the North-Western Construction Directorate of the Ministry of Defense of Russia. In 2002, A.V. Sokurov simultaneously graduated from the Faculty of senior medical staff of the S.M. Kirov Military Medical Academy with a degree in Military and Administrative Management and the St. Petersburg Law Academy with a degree in Jurisprudence. A significant period of his life and career (2002‒2011) was associated with the S.M. Kirov Military Medical Academy, where he served as head of the Office of information collection and processing (with archive) of the Clinical department, senior assistant to the head of the educational part of the Faculty of senior medical staff, head of the course of the same faculty, teacher of the Department of organization and tactics of the medical service.

After being discharged from military service in the reserve due to organizational and staff measures, he served in the Regional department of the Federal Drug Control Service of the Russian Federation in St. Petersburg and the Leningrad Region, first as deputy head of the polyclinic of the medical service ‒ head of the military medical commission, and then as head of the medical service ‒ head of the polyclinic.

After being dismissed from service in the drug control bodies in connection with organizational and staff measures (2016), he worked at the Federal State Budgetary Institution Children’s Tuberculosis Sanatorium “Pushkinsky” of the Ministry of Health of the Russian Federation as deputy chief physician for emergency situations and civil defense.

Since 01.06.2017, Andrey Vladimirovich has been working at the Federal State Budgetary Institution “Federal Scientific Centre of Rehabilitation of the Disabled n. a. G.A. Albrecht” of the Ministry of Labour and Social Protection of the Russian Federation, where he passed a creative and scientific path from a leading researcher to the Director of the Institute of Early Assistance and Support.

In 2006, Andrey Vladimirovich successfully defended his dissertation for the degree of PhD in Medical sciences, dedicated to the organization of medical evacuation measures in a motorized rifle unit during defensive combat in the city, and in 2013 ‒ a dissertation for the degree of Grand PhD in Medical sciences, in which, based on studies of the protective characteristics of modern individual combat equipment, its impact on the indicators of professional activity and the functional state of the body of users, the principles and structural and functional model of ensuring the safety of military personnel in the presence of the threat of damage by bullets and shrapnel in the conduct of modern combined-arms combat are substantiated.

Andrey Vladimirovich Sokurov is the author (co-author) of more than 280 published scientific, educational and methodological works, including the books Rehabilitation of Disabled People: National Guidelines (2018), Rehabilitation of Disabled People: National Guidelines. Short Edition (2020), Sanatorium Treatment: National Guidelines (2021), Therapeutic Nutrition for the Disabled (2018), Social Nutrition (2019), Physical and Rehabilitation Medicine: Regulatory Legal Regulation (2020).

Andrey Vladimirovich Sokurov is a member of the Academic Council of the Federal State Budgetary Institution “Federal Scientific Centre of Rehabilitation of the Disabled n. a. G.A. Albrecht” of the Ministry of Labour and Social Protection of the Russian Federation.

A.V. Sokurov has a specialist certificate (2007) and the highest qualification category in the specialty Health Organization and Public Health (2005). He is a veteran of military service (2008), a Veteran of Labour (2016). He has been awarded many departmental awards.
